In 1976 Shetland Islands Council instructed its officials to investigate the possibility of promoting legislation that would prevent Shetland's participation in Scottish devolution but would, rather, give them the status of the Isle of Man or the Channel Islands. This publication discusses the experiences of such other island groups.
